Introduction

Beacon Program Overview The Institute for Local Government’s (ILG) Beacon Program provides a framework for California’s cities, counties, and special districts to lead the way toward sustainable, resilient, and vibrant communities. Free and open to agencies at all stages of climate action, the program recognizes voluntary efforts to reduce greenhouse gas emissions, conserve energy, and adopt forward-thinking policies that promote environmental stewardship.

Through technical assistance, training, and peer-to-peer networking, Beacon helps local governments track and share sustainability best practices while showcasing their achievements to a statewide audience. Participants can earn awards for measurable progress—such as cutting greenhouse gas emissions, improving energy efficiency, and implementing innovative community projects—ranging from Silver to Platinum and beyond.

By joining, cities commit to a process that combines data-driven tracking with real-world action, gaining both recognition and resources to accelerate their climate goals. The program not only celebrates leadership but also drives tangible environmental benefits: lowering carbon footprints, saving energy, and fostering healthier communities. With a growing network of engaged agencies, the Beacon Program lights the path toward a more sustainable California.

The Beacon Program awards are based on measurable progress in reducing greenhouse gas (GHG) emissions, improving energy efficiency, and implementing sustainability best practices. Agencies can earn Beacon Spotlight Awards for achieving specific milestones—such as a 5%, 10%, or 20% reduction in agency GHG emissions—or for surpassing state climate goals. Additional awards recognize electricity and natural gas savings, as well as the completion of sustainability best practice activities across ten categories, from energy efficiency to waste reduction. Higher award levels (Silver, Gold, Platinum, and Lithium) reflect both the depth and breadth of achievements, while the prestigious Beacon Vanguard Award honors agencies that meet all spotlight categories. This tiered scoring process encourages continuous improvement and innovation, allowing communities to be recognized as they advance toward ambitious climate goals. Here at Contra Costa County Climate leaders we have made the scoring based on participation and awards with participation being 50% of the score. General Awards in the last 5 years give the city 25% and any special awards in last 5 years give another 25%.
